No one will deny that in our time, military service has lost its civic and patriotic meaning, and has become only a source of danger to the lives of young people and a waste of time. Moreover, the current generation of conscripts is not in good health, so it is worth suffering and undergoing a medical examination. The possibility of receiving a “white ticket” or a long delay always exists.

“Schedule of diseases” in the new edition

The list of diseases that are not allowed into the army is constantly updated by the country's military leadership. In 2014, a new edition came into force, which applies to the next years 2015-2019.
Diseases classified as category D are those in which the conscript is completely and completely released from the army.

The official document, which lists all the diseases, is called the “Schedule of Diseases,” of which there are more than two thousand. A complete list of diseases for which you can receive an exemption or temporary deferment can be found below.


In particular, category D includes:

diseases of the musculoskeletal system – severe scoliosis, grade 3 flat feet and others;

Having found his illness in the “Schedule”, the conscript can determine whether he will have complete freedom from performing “civic duty” or whether he can receive a deferment.

This is already decided by a medical commission depending on the severity of the disease.

and other diseases of the blood and circulatory organs involving the immune mechanism.

Endocrine system diseases, nutritional disorders and metabolic disorders

  • euthyroid goiter;
  • obesity 3 and 4 degrees;
  • diabetes;
  • gout;
  • thyroid diseases;
  • diseases of the pituitary gland and adrenal glands;
  • diseases of the parathyroid and gonads;
  • eating disorders;
  • hypovitaminosis;
  • body weight deficiency.

Mental disorders

  • schizophrenia;
  • psychoses;
  • addiction;
  • alcoholism;
  • substance abuse;
  • disorders related to sexual orientation;
  • disorders of psychological development;

Nervous system diseases

  • epilepsy;

  • prolapse of the mitral or other heart valves;
  • myocardial cardiosclerosis;
  • hypertrophic cardiomyopathy;
  • atrioventricular block of the first degree;
  • hypertension with dysfunction of target organs;
  • coronary heart disease with dysfunction;
  • angina pectoris;
  • atherosclerosis and thrombosis;
  • neurocirculatory asthenia;
  • hemorrhoids with prolapse of nodes stage 2-3

and other diseases of the circulatory system.

Respiratory diseases

  • defects of the upper or lower jaws with dysfunction;
  • severe forms of ulcerative enteritis and colitis;

  • congenital anomalies of the digestive organs;
  • stomach and duodenal ulcers;
  • cirrhosis of the liver;
  • chronic hepatitis;
  • chronic gastritis, pancreatitis and cholecystitis with frequent exacerbations;
  • biliary dyskinesia;
  • hernias with dysfunction of organs.

Skin diseases

  • chronic eczema;
  • psoriasis, atopic dermatitis;
  • bullous dermatitis;
  • systemic lupus erythematosus;
  • common forms of alopecia or vitiligo;
  • chronic urticaria;
  • photodermatitis;
  • scleroderma;
  • ichthyosis, lichen;
  • ulcerative pyoderma,
  • multiple conglobate acne

and other recurrent skin diseases, depending on the severity.

Diseases of the musculoskeletal system

  • chronic rheumatoid and reactive arthritis;
  • seronegative spondyloarthritis;
  • psoriatic arthropathy;
  • systemic vasculitis;
  • giant cell arteritis;
  • polyarteritis nodosa;

  • defects and deformations of the maxillofacial area;
  • ankylosis of the temporomandibular joints;
  • consequences of fractures of the spine, trunk bones, upper and lower extremities;
  • injuries to the internal organs of the chest, abdomen and pelvis;
  • aneurysm of the heart or aorta;
  • consequences of injuries to the skin and subcutaneous tissue (burns, frostbite, etc.);
  • radiation sickness;
  • insufficient physical development (body weight less than 45 kg, height less than 150 cm);
  • enuresis;
  • speech disorders, stuttering;
  • abnormalities of various organs causing dysfunction of organs;
  • food allergies (to foods that will be given to the army).

If you are the “lucky owner” of an illness that will not allow you to enjoy combat service, take care to document the diagnosis in advance at the clinic at your place of residence. Collect all documents: medical records, tests, x-rays, reports from hospitals and sanatoriums.   • The organization of medical examination of conscripts, according to clause 13 of the Regulations on Military Medical Examination, is entrusted to the draft commissions. In their work they are guided by the Regulations on Military Medical Examination. This provision defines not only the procedure for issuing conclusions on fitness for military service, but also the requirements for the health status of citizens subject to initial military registration, conscription, etc. (the so-called “Schedule of Diseases”). A medical examination of a conscript is one of the most important and integral stages of the draft commission; it is carried out by medical specialists: therapist, surgeon, ophthalmologist, neurologist, otolaryngologist, dentist and psychiatrist. If necessary, doctors of other specialties are involved in the examination. The formed military medical commission is called upon to determine the category of fitness for service in the Armed Forces on the basis of available medical documents, the results of assessing the state of health, and the physical development of citizens at the time of examination. Based on the results of the medical examination, a commission conclusion is drawn up in writing.

    Citizens are summoned to undergo a medical examination by summons from the military commissariat.
    Sources of information about the state of health are medical records requested in the preparatory period from polyclinics at the place of residence (March, September), the results of medical examinations, extracts from the medical records of inpatients. The resulting volume of medical documentation is so extensive that cases of loss of medical documents by military registration and enlistment office employees are not uncommon. Sometimes these circumstances make it difficult to document the history of the existing disease. Medical examination of citizens is preceded by the diagnostic minimum specified in paragraph 7 of the Instructions of May 23, 2001.
    The list of events is as follows:

    • fluorographic (x-ray) examination of the chest organs in two projections (if it has not been carried out or there is no information about this examination in medical documents within the last 6 months);
    • blood test (determination of ESR, hemoglobin, leukocytes);
    • urine analysis (specific gravity, protein);
    • electrocardiographic study.
    Based on the results of a medical examination, each of the medical specialists gives a conclusion on the citizen’s fitness for military service in one of five categories of fitness for military service:
    • A – fit for military service;
    • B – fit for military service with minor restrictions;
    • B – limited fit for military service;
    • G – temporarily unfit for military service;
    • D – not fit for military service.
    According to paragraphs. “a” clause 1 art. 23 of the Federal Law “On Military Duty and Military Service”, citizens recognized as unfit or partially fit for military service (fitness categories “D” and “B”, respectively) are exempt from conscription. Citizens who were recognized as unfit for military service upon conscription, as well as of limited fitness, in accordance with paragraph 1 of Art. 52 Federal Law “On Military Duty and Military Service” are subject to enlistment in the reserve. According to Art. 54, 55 of the Law, both categories of citizens can be called up for military training.

    According to paragraphs. “a” clause 1 art. 24 of the Federal Law “On Military Duty and Military Service”, citizens recognized as temporarily unfit for military service (fitness category “G”) are granted a deferment from conscription for military service for up to one year. Citizens recognized as fit for military service and fit for military service with minor restrictions (fitness categories “A” and “B”, respectively) by decision of the draft commission are called up for military service (in the absence of other grounds for deferment or release, not related to health from conscription). Fitness category “B” does not allow a conscript to undergo military service in certain branches and types of troops. Fitness category “A” does not provide restrictions on types and types of troops.

    When initially registering for military service or being called up for military service, citizens are examined according to Column I.
    The list of diseases is extensive, but the interpretation of some points is ambiguous.
    When conducting a medical examination of citizens, in addition to the research methods given in the list of diseases, it is allowed to use more informative methods. This problem is poorly solved in modern healthcare due to financial difficulties and, sometimes, is the cause of diagnostic errors, making it difficult to identify the existing disease.

    According to official data, every second or third conscript is unfit to serve in the armed forces. The most common diseases remain: flat feet, scoliosis, hearing and vision impairment. Despite statements by high-ranking military officials about the planned improvement of the diagnostic base, the situation is still far from desired. In conditions of a significant flow, the principles of “conscription planning”, and the eternal shortage of places in hospitals, objective reasons arise for making diagnostic errors. The price of these mistakes is the health of citizens. A recruit with health problems, experiencing the negative impact of the military environment, becomes a hostage to the situation. In case of insufficient attention from medical workers, preconditions arise for the aggravation of ailments, the layering of newly acquired diseases on existing ones.

Any conscript, even if he considers himself healthy, with due diligence, can detect non-conscription diseases that exempt him from conscription. There are 89 articles in the Schedule of Diseases - these are 89 groups of diseases with which they are not accepted into the army. Each group contains dozens of diagnoses. Thus, at the moment, there are more than 2000 (two thousand) diseases for which they are not accepted into the army - with an in-depth examination, the vast majority of conscripts can find at least one non-conscription diagnosis that exempts him from conscription. However, draft commissions do not accept such certificates, citing internal regulations.
    In the given list of diseases, every resident of the metropolis can easily find a disease that worries him. This is proven by the fact that there are no healthy people, there are underexamined ones. In addition, there is a significant proportion of borderline disorders, the fitness category varies from “B” to “C”, and decisions made by the military registration and enlistment office, for various reasons, may not take into account the characteristics of a particular patient and may not reflect a functional approach to assessing health.

    As a rule, only people with obvious and severe pathologies, such as mental retardation, schizophrenia, blindness, deafness, missing limbs, etc., are completely unsuitable for the army.

    In other cases, the question is either about treatment (then a delay is given and then a re-examination is required), or about the degree of dysfunction of certain organs.

    Severe dysfunction (slurred speech, urinary and fecal incontinence, heart failure, etc.) is a reason for transfer to the reserve. In controversial cases, the decision remains with the medical commission.

    Severe infections

    Active pulmonary and extrapulmonary tuberculosis, HIV infection, leprosy - people with such diagnoses are not accepted into the army. Tuberculosis and syphilis can be cured, after which additional examination will be required.

    Intestinal infections, bacterial and viral diseases transmitted by arthropods, rickettsiosis, gonococcal, chlamydial infections, some mycoses (diseases caused by fungi) and other infections, when initially detected at a medical examination, will be the reason for sending for treatment. If the infection cannot be treated, the conscript is considered unfit for service.

    Neoplasms

    Malignant and benign neoplasms are a contraindication for military service if the tumor cannot be radically removed, there are metastases or significant dysfunction of any organs.

    In addition, those who refused therapy for a tumor will not be accepted into the army. Persons undergoing treatment for neoplasms will be given a deferment and will be subject to re-examination in the future.

    Obesity

    Persons with obesity of 3 and 4 degrees are not suitable for military service. They are asked to undergo treatment, during which they are given a deferment. If treatment does not help, upon re-examination a conclusion is made about unfitness for service.

    Diabetes

    People with diabetes of any form and any degree of severity, even in the absence of complications, are not accepted into the army. The disease cannot be cured, and it is not possible to correct metabolic disorders during military service.

    Other endocrine diseases

    Diseases of the thyroid gland, pituitary gland, adrenal glands, parathyroid and gonads, nutritional disorders, hypovitaminosis, gout are also contraindications for military service if they are accompanied by dysfunction of the relevant organs and are not amenable to replacement therapy. If a disease of the thyroid gland (goiter) prevents the wearing of a military uniform, the conscript is also considered unfit for service.

    Mental disorders

    Mental retardation, personality disorders, schizophrenia, psychosis, delusional and other mental disorders (regardless of the cause of injury: trauma, tumor, infection, etc.) are contraindications for military service, which the conscript’s parents will be informed about by the psychiatrist who has him observed.

    Drug and alcohol addiction

    Addictions are a contraindication to military service, even in the absence of mental manifestations and symptoms. The diagnosis must be documented after examination in a hospital. In this case, the conscript must be registered and treated at a drug treatment clinic.

    Epilepsy

    All forms of epilepsy, except symptomatic, that is, those in which convulsive seizures are caused by some kind of brain damage, are a contraindication for conscription service. In case of symptomatic epilepsy, the examination is carried out according to the underlying disease.

    Pathologies of the nervous system

    For temporary disorders of the central or peripheral nervous system, for example after an acute illness, exacerbation of a chronic disease, injury or surgical treatment, a deferment of 6 or 12 months is given. Then a re-examination is required.

    Eye pathology

    Retinal detachment and tears, glaucoma, severe pathology of the eyelids, conjunctiva, lens and other elements of the eye, strabismus in the absence of binocular vision, severe vision loss, severe farsightedness or myopia and, of course, blindness - all these are contraindications for military service. If the pathology does not cause a significant decrease in vision, the conscript is considered “fit with limitations.”

    Hearing and vestibular disorders

    On July 15, the spring conscription into the army ended in Russia. The next call, the autumn one, starts only in October. However, the time between conscriptions should not be wasted by those who hope for complete exemption from the army due to health reasons.

    In order to find out whether you can qualify for exemption, you first need to know what categories of fitness for service exist and what diseases give the right to a deferment or complete exemption from the army.

    The official website of legal information and the current version of the special government decree will help you find out the current list of diseases exempt from the army in 2018.

    What law establishes the list of diseases that provide deferment or exemption from the army in 2018

    Such a legislative act is Decree of the Government of the Russian Federation No. 565 of July 4, 2013. Its current edition contains the latest amendments made in April 2018.

    The main section of this resolution is the so-called schedule of diseases, which is the very list of diseases that interests us.

    The list is a table consisting of five columns:

    1. Disease number in the schedule - all diseases are numbered in a special way; in some cases, medical specialists use only these numbers.
    2. Name of the disease - sometimes after the name the degree of the disease itself is specified; the category of fitness also depends on this degree.
    3. Category of suitability for service for those who belong to the first column.
    4. Fitness category for those belonging to the second column.
    5. Fitness category for those belonging to the third column.

    What are the three columns by which potential or active military personnel are divided? The point is that the health requirements of a conscript, conscript soldier, contract soldier or officer are different.

    In our case, we are only interested in the first column, or the third column in the list of diseases. It is in the first column that conscripts are included, and they are guided by it during the initial military registration.

    Having become an active conscript soldier, a person falls into the number of those who belong to the second column. It lists all active military personnel who are not officers. Officers belong to the third column.

    Thus, the last two columns of the table in the schedule of illnesses are not interesting to conscripts, we will not focus on them.

    How to use the illness schedule

    All diseases on the list, including those that provide exemption from the army in 2018, are divided into 16 large groups. Conscripts will be interested in 15 of them.

    One of the groups, strictly speaking, includes not diseases, but health conditions, and exclusively for women. We are talking about pregnancy and childbirth and everything connected with it.

    This group in the illness schedule is intended for women voluntarily serving in the army, including officers.

    In total, the schedule contains 88 diseases. If we exclude the purely female line 79 of the list (pregnancy, childbirth and the postpartum period), there remain 87 diseases that provide certain relief or complete exemption from service.

    There are five grades of fitness for service in total. They have a letter designation:

    • A - fitness for service,
    • B - suitability with minor restrictions,
    • B - limited validity,
    • G - temporary unusability,
    • D - unfit for service.

    If we talk about diseases that are completely exempt from the army in 2018, then we are talking about those conditions that are marked with the letter D.

    To figure out whether the health status of a particular conscript allows him to hope for complete release from the army, you need to open the official website of legal information (for example, “Consultant”) and find there the Decree of the Government of the Russian Federation dated 04.07.

    2013 N 565. By opening the schedule of diseases, you will find a list of diseases by category. By selecting the desired category, you can find a particular disease and find out what degree of fitness those conscripts who suffer from this disease have.

    The government decree is drawn up in sufficient detail and contains many explanations. This also helps to avoid double interpretations of the illness schedule.

    If you see in the list that opposite your illness in column 1 there is the letter D, and all the explanations indicate that we are talking about exactly the severity of the illness that you have, there is a high chance that you will be completely exempt from the army at the medical commission.
